Sustainability Report 2025
Introduction
This is Dott’s 5th annual sustainability report, published in accordance with the Global Reporting Initiative (GRI) standards. We are proud to have been the first shared micromobility operator to publish a sustainability report in GRI standards. The consistent publication of this report every year since 2021 marks our continued commitment to transparency in our sustainability journey.
This sustainability report covers the operations of TIER Mobility SE and its subsidiaries for the calendar year 2025. As the second report published since the merger of TIER and Dott, this report provides an update on progress towards the unified sustainability targets set for the merged company in last year’s report.

Moving Us Closer
This marks our fifth year publishing an annual sustainability report. When we published our first report back in 2021, it was an unprecedented commitment to sustainability and transparency in the industry. Since then, we’ve seen the industry mature, regulations improve, and shared micromobility become a core part of urban transport systems across the globe. Dott has also grown from serving 40 cities to over 400 through major tender wins and a large-scale merger with TIER. We recently celebrated 500 million rides taken on our vehicles since the launch of our service.
Throughout all of these changes, one thing has remained the same: our commitment to changing our cities for the better and doing so responsibly. At the start of 2026, we announced a refined mission of Moving Us Closer. Beyond changing mobility, the past 7 years of our operations have demonstrated the power of our service to change lives for the better. Now more than ever, transport needs to bring us together. We are replacing barriers with bridges, making our cities more connected.
In 2025, the data shows we are delivering on that mission. 47% of our rides connected with public transport, up 6 percentage points from the year before. 25% of rides directly replaced a car, taxi, or ride-hail journey.
At the same time, we remain committed to driving change internally. That’s why we’re setting new group-wide targets to achieve Net Zero by 2050. This is a major step in our sustainability journey and reflects our strengthened commitment to mitigating climate change as a unified company.
We already took important steps towards this goal in 2025, most significantly with the beginning of our fleet refresh. We launched our latest e-scooter and e-bike models, 2 vehicles designed from the ground up to be safer, longer-lasting, and less carbon-intensive than any vehicles we have operated before. Our newest e-scooter carries a carbon footprint 35% lower than its predecessor. These improvements represent a step change in the quality and sustainability of our service.
!
We are now carrying that momentum into 2026. At the start of this year, we began rolling out 45,000 of these new vehicles across Europe, setting the baseline for a better service for years to come. We’ve traveled quite a distance over the past 500 million rides, but this is just the beginning of the journey.

Governance
Board of Directors
Dott operates under a one-tier governance structure, with the Board of Directors serving as the Company’s highest governance body. The Board is composed of representatives of major shareholders and one executive member, the CEO, with no independent members. There is currently one female member and two members from minority ethnic and religious backgrounds. Dott is committed to continued progress in Board diversity to ensure broader representation and varied perspectives.
Collectively, Board members possess expertise in mobility, technology, finance, sustainability, and corporate governance, supporting effective oversight of Dott’s economic, environmental, and social impacts. To support its oversight responsibilities, the Board has established three committees: the Sustainability Committee, the Audit Committee, and the Remuneration Committee.
Sustainability Committee
The Sustainability Committee monitors Dott’s sustainability performance and advances key business priorities related to sustainability. The Committee oversees the company’s due diligence processes and the management of Dott’s impacts on the economy, environment, and people. The CEO and Sustainability Team report on the management of the organization’s impacts to the rest of the Sustainability Committee twice a year. These updates are then shared with all employees of the company.
Sustainability Team
Managing the organization’s impacts on the economy, environment, and people is specifically delegated to the Sustainability Team, which reports to the Chief Operating Officer (COO). The Sustainability Team operates as a collaborative force, working shoulder-to-shoulder with the entire organization, fostering a collective effort towards achieving our sustainability goals.
Management Team
Day-to-day management of the Company is delegated to the executive management team, which includes the CEO and the senior executive of each department: operations, finance, people, product and tech, and legal. Each executive is responsible for impacts within their respective business functions. They ensure that responsible business conduct principles are embedded in day-to-day decision-making and risk management processes.
Works Councils
Dott has established Works Councils in France and the Netherlands. These councils are elected groups, consisting of members from both ground and office teams. They represent the interests of the employees in each country and are consulted on matters impacting employees, such as the introduction of new policies. They hold monthly office hours, which are open to all employees and work closely with the company’s leadership to maintain a positive working environment.
Code of Conduct
All employees have a responsibility to ensure a positive impact on the economy, environment, and people. Our Code of Conduct explicitly commits the Company to respect human rights, promote transparency, and act responsibly in all aspects of our business. Supporting the Code are a series of policies covering whistleblowing, compliance, privacy, health and safety, environment, and diversity and inclusion. Our policy framework draws on internationally recognized standards, including the UN Guiding Principles on Business and Human Rights (UNGPs), the Universal Declaration of Human Rights, the OECD Guidelines for Multinational Enterprises, and the ILO Core Conventions. All employees receive and acknowledge the Code of Conduct upon joining Dott, and office employees receive mandatory annual training on the Code, compliance, privacy, and security policies.
Our Commitment to Sustainability
We believe every ride is an act of connection and a quiet act of progress for the city it moves through. We have a vision of more human-centric cities, where our streets are reclaimed for people and our communities are brought together. Achieving this vision requires a shared micromobility service that cares for the people and places it serves. That’s why sustainability has been foundational at Dott since our inception and informs the work of every team across the organization.
Double Materiality
In 2025, we conducted our first Double Materiality Assessment (DMA), following the guidance from EU Corporate Sustainability Reporting Directive (CSRD) and the European Sustainability Reporting Standards (ESRS).
Double materiality accounts for both impact materiality, the ways in which Dott’s operations affect the environment and society, and financial materiality, the ways in which external environmental and social factors may create financial risks or opportunities for our business.
Our assessment began with a comprehensive review of over 50 potential sustainability topics, derived from the GRI and ESRS frameworks, as well as specific topics relevant to the micromobility industry. Through a series of internal and external consultations, we shortlisted 9 key material topics, visualized in the materiality matrix. They represent the most significant impacts, risks, and opportunities of our organization.
Stakeholders Consulted: employees (including c-team and leadership), Dott users, city residents, government officials, industry organizations, investors, suppliers, public safety groups, public transport operators, third-party operations partners
Sustainability Framework
Informed by our double materiality assessment, we refined our sustainability framework in 2025 to better match our key material impacts. This framework outlines how we manage these impacts and aligns our work to the UN Sustainable Development Goals. Our approach focuses first on amplifying our positive impact in pursuit of our vision, going beyond mitigating potential negative impacts.
The framework encapsulates 3 overarching pillars:
- We accelerate cities’ sustainable mobility transition with circular micromobility solutions, powered by a responsible business.

Sustainable Mobility Transition
In pursuit of our vision of more human-centric cities, we work with our city partners to reclaim our streets and accelerate the transition from cars to micromobility and public transport. This requires delivering a service that is integrated, safe, and trusted by our communities. In 2025, our efforts across this pillar delivered clear results: more riders are connecting with public transport, more trips are replacing car journeys, and safety outcomes continue to improve.
| Targets | 2024 | 2025 | Trend |
|---|---|---|---|
| 50% of rides connect with public transport by 2030 | 41% | 47% | +6 |
| 30% of rides directly replace motor vehicles by 2030 | 21% | 25% | +4 |
| 0 injuries requiring medical treatment per million kilometer ridden by 2030 | 3.6 | 2.7 | -25% |
Rider Survey
We use our annual rider survey to measure our progress in creating connections and inspiring modal shift. In 2025, we conducted our largest survey yet, with over 8,600 respondents across 37 cities. The results show we’re well integrated in local transport networks, with 47% of rides globally connecting directly with public transport. This figure even reaches as high as 77% in Stuttgart. We’re also encouraging more light mobility usage, with 36% of respondents stating they use bikes or e-scooters more frequently since adopting Dott. With more accessible sustainable transport options, we’re reducing car dependence: among riders who previously used cars, taxis, or ride-hailing, 63% have reduced their use of these modes.
Integrated Transport:
Building well-connected cities doesn’t happen in silos. Shared micromobility delivers its greatest value when it is properly embedded in the urban transport network.
That’s why we pursue local transport integration at three levels:
Physical Infrastructure - We drive connections with public transport by integrating in mobility hubs. Our partnership with ÖBB, Austria’s national railway operator, is a strong example. ÖBB has established 18 hubs across 15 cities where Dott vehicles are available at train stations, enabling seamless first and last mile connections.
Digital Systems - In 2025 we also strengthened our integration into the streetscape by piloting on-street charging racks in Kista, Sweden and Baerum, Norway. These racks facilitate compliant parking and charge vehicles while stationary, creating tidier streets, better vehicle availability, and reduced service trips for our operations teams.
Fares - The final level of integration we pursue is through fares, making it more affordable to combine micromobility with public transport. From 2024 to 2025, we piloted integrated fares in 9 Italian cities, including Turin and Rome, in which the purchase of a local public transport pass came with free wallet credits to use Dott.
Safe Mobility:
In 2025, we launched our 5th generation e-scooter, raising the bar for safety and rider experience. We also launched our 3rd generation e-bike in Paris, which features improvements for a safer ride.
Safer Vehicles - Ensuring the safety of every ride is our number one priority, and the data shows we are making clear progress. In 2025, the total number of injuries across our service fell by 18%, with serious injuries falling 35%. This reflects our continued investments in hardware and operations, as well as our collaboration with cities to develop safer infrastructure, ensuring safety and growth go hand-in-hand.

Trusted City Partner: €2,000 donated to LGBTQIA+ advocacy
At Dott, city collaboration is the foundation of how we operate. For us, a successful micromobility service is one that cities can trust. That’s why we have never launched in a city without prior approval. Our collaborative approach means we work alongside cities to solve challenges: sharing data transparently and engaging in open dialogue to address issues as they arise.
Through our Helping to Help program, we partner with local organizations to uplift our communities. The largest example from 2025 was our Pride Bikes initiative, which directly contributed to the fight for LGBTQIA+ equality. In total, the initiative raised €2,000 for the organization and raised awareness of their work to our full rider base.

Circular Micromobility
Since the start, we’ve built a circular approach to micromobility: ensuring our vehicles and batteries stay in use for as long as possible and maintaining a responsible value chain at every step of the way.

Company Carbon Footprint
While we’ve been measuring our carbon footprint since 2020, 2025 marks our second year of conducting a Company Carbon Footprint (CCF) calculation as a merged company. Our CCF provides a comprehensive view of our emissions as an organization, including corporate overhead and full supply chain activities. In 2025, our total emissions amounted to 21,981 tonnes of CO2e.
Durable Vehicles: 35% lower e-scooter carbon footprint
Our newest vehicles are designed with our lowest Product Carbon Footprint (PCF) yet. A PCF measures all greenhouse gas emissions linked to a product throughout its lifecycle, from raw materials, through the use phase to end-of-life. Our newest e-scooter achieves a PCF of only 26 gCO2e per kilometer ridden, 35% lower than its predecessor.
Durable Batteries: 12,400 batteries repaired and refurbished
As an electric vehicle operator, ensuring long-lasting, high-quality batteries is essential for both safety and responsible waste management. Our partnership with EIT Urban Mobility and NOWOS has enabled us to launch a landmark battery circularity project known as MOBIRE. We repaired 4,000 batteries in 2025 and refurbished 8,400 batteries at our Phoenix facility.
Full Lifecycle Management: 99% of waste recycled
We take responsibility for impacts across our full supply chain. All suppliers must comply with our Supplier Code of Conduct and we monitor their adherence.
Responsible Business
Operating responsibly starts from within our business and extends outwards. In 2025, we strengthened gender representation across the organization, with women now making up 42% of leadership roles.
| Targets | 2024 | 2025 | Trend |
|---|---|---|---|
| >45% women representation in office and leadership teams by 2030 | Office teams: 36% Leadership: 38% | Office teams: 37% Leadership: 42% | Office teams: +1 Leadership: +4 |
| 0 high-consequence employee work-related injuries | 0 | 0 | N/A |
| 0 cybersecurity incidents | 0 | 0 | N/A |
Inclusive Teams & Leadership: 42% of leadership positions held by women
The representation of women in our leadership has reached 42%. To further this progress, we’re creating new opportunities and investing in the career progression of women within the company.
Safe Workplaces: 0 high-consequence injuries
Delivering a reliable service starts with safe, well-run operations. In 2025, we led the Unity project which standardized operational processes across all markets to a higher level of safety and quality.
Digital Trust: 0 cybersecurity incidents
Our cybersecurity strategy focuses on proactive risk management and a resilient, trust-based environment for users. We store 100% of our operational data in the EU, maintaining a high level of data security.
